The latter agreed to hold talks on the show song contest on another channel as fundraising could help NTU reimburse the full cost of coverage of the festival on TV, and also partially block the debt NTU before EBU.

However, the press service of NTU informed that after the evaluation of the proposal, "Inter" financial service NTU, and given the promise of financial support from the state, it was decided to broadcast the song contest "Eurovision-2013" only at First National.

As you know, the "Eurovision-2013" will be held from 14 to 18 May in the Swedish city of Malmo. Zglata Ognevich with the song "Gravity" starts its way to the competition from the first semi-final.

In connection with this NCCIR even tried to move the bill, which, however, defended mainly the interests of local officials, not the subjects telecom market. In order to legitimize the activities of public bodies such as KZHSE, the authors of the draft law would oblige providers to place their equipment in the so-called "points of distribution and telecommunications." The text of the bill means that these "telecommunications room" will have to build utilities. In accordance with this document, the mere ownership of these objects would transform the enterprise infrastructure owners in telecommunications networks. Thus were to be legalized extortion of public services in this market.

It will carry NCCIR through analysis of the market of relevant services, the operators with significant market advantage in this market. In addition the regulator will decide on the imposition of commitments to develop and validate a technique of formation of tariffs for access to ITS operators, who are the owners of ITS requirements to approve the agreement on the joint use of ITS and supervise access to the ITS on behalf of the state.

And it is the regulator proposes to introduce today, when the issue of sharing between the elements of the ITS telecommunications operators by market participants successfully solved independently on a contractual basis.

That is, the bill violates the principle of expediency - The necessity of state regulation of economic relations in order to solve the existing problems, which is regulated by Article 4 of the Law of Ukraine "On the Principles of State Regulatory Policy in Economic Activity", - the head of IAU Tatiana Popova.

This is indicated by the recently approved technical requirements for the establishment of the technological infrastructure of telecommunications access networks. "Technical requirements designed to meet the basic standards of the International Telecommunication Union recommendations, building codes and other documents that govern the creation of such networks. The implementation of these requirements will create clear conditions for the organization of telecommunications network access and conditions for ordering the infrastructure that has already been built. Today, as before NCCIR continues to demonstrate its uncompromising in every way delaying the adoption of civilized rules of the telecommunications market. And at the same time, the city authorities continue to earn a lot of money on providers. Vice president of UMB on IT Ivan Petukhov previously reported by the newspaper that in two years the Kiev authorities have received from providers about 100 mln.
